Isaac Shelby was born in 1857 in , Hawkins, Tennessee.  Isaac Shelby's father was Nathan Klepper and his mother was Sarah Jane.  His paternal grandparents were Jacob Klepper and Mary Loudermilch. He had three brothers and seven sisters, named Clinton, William, Simeon, Sarah, Eliza Lisa, Mary Susan, Joan, Martha, Ornettie and Nancy.  He was the oldest of the eleven children.
