Emily was born in 1878 in , Hawkins, Tennessee. Emily's father was Tivis Klepper and her mother was Julia A. Isenberg. Her paternal grandparents were Jacob Klepper and Mary Loudermilch; her maternal grandparents were John Isenberg and Martha. She had two brothers and three sisters, named Samuel, John A., Martha, Mary and Sarah. She was the second youngest of the six children.-
