Cornelia Or Neely was born in 1864 in , Hawkins, Tennessee. Cornelia Or Neely's father was Benjamin Klepper and her mother was Mary H. Davis. Her paternal grandparents were Jacob Klepper and Mary Loudermilch. She had four brothers and four sisters, named Riley, Arthur, David, Hugh, Nancy A., America, Mary and Cora. She was the second oldest of the nine children.
