Milton L was born in 1866 in Ringgold Co., IA . Milton L 's father was Andrew B. "Andy" PHIPPS and his mother was Mary Eliza CARR. His paternal grandparents were James PHIPPS and UNKNOWN UNKNOWN. He had three brothers and a sister, named Andrew, Oliver E, Aaron E and Mary E. He was the second oldest of the five children.
