Hugh was born in 1855 in St Louis, St Louis, MO.1 Hugh's father was Washington Galland and his mother was Sylvia Withrow. His paternal grandparents were Isaac Galland and Hannah Casto Kinney. He had two brothers and two sisters, named Isaac H, John R, Frances Pauline and Adah E. He was the oldest of the five children.-
