Charles was born about 1667 in Blisland Parish, New Kent Co., VA. Charles' father was Stephen Tarleton and his mother was Susannah Bates. His maternal grandparents were John Bates and Elizabeth Winston?. He had two brothers and three sisters, named John, Stephen, Susannah, Judith and Elizabeth. He was the second youngest of the six children.-
