Garland was born on September 15th, 1795.  Garland's father was Matthew Anderson and his mother was Martha Tanner.  His paternal grandparents were Thomas Anderson and Frances Jones; his maternal grandparents were Matthew Tanner and Lucy Bolling. He had four brothers and three sisters, named Archibald, William Peyton, Thomas Cary, Matthew Dawson, Fannie, Mary Lewis and Lucy Bolling.  He died at the age of 59 on April 15th, 1855.
