Jacobus Cornelis was born on September 7th, 1831. Jacobus Cornelis' father was Jacobus Cornelius Coetzee and his mother was Susanna Catharina Magdalena van Blerk (Coetzee). His maternal grandparents were Jan Barend van Blerk and Maria Catharina van den Berg (van Blerk). He had two brothers and a sister, named Gert Lodewyk, Jan Barbard and Maria Catharina.
