William was born in 1842 in Bridgwater, Somerset, England.  William's father was James BOARD and his mother was Sarah.  His paternal grandparents were Richard BOARD and Mary. He had two brothers and three sisters, named Richard, James, Jane, Sarah and Susan.  He was the third oldest of the six children.
