Jacob was born in 1842 in Kildwick, Yorkshire, England.1   Jacob's father was Richard Petty and his mother was Joanna (Petty).  He had three brothers and two sisters, named Thomas, Joseph, Anthony, Christina and Mary.  He was the fourth oldest of the six children.
