Perkins was born in 1815.  Perkins' father was David Dalton Jr and his mother was Christina Bostick.  His paternal grandparents were David Dalton Sr and Susanna Davis. He had six brothers and four sisters, named Absolom, Isaac, David, Thomas, John, Don, Bethenia, Susanna, Christina and Mary.  He was the seventh oldest of the eleven children.
