Joseph was born in 1856 in Dulcot, Somerset.¹

Joseph's father was George Parker and his mother was Anna (Hannah) Ford. His maternal grandparents were Richard Ford and Ann Smith. He had two brothers and four sisters, named John, George, Sarah, Julia, Elizabeth and Angelina. He was the third youngest of the seven children.
