Elcharles Arthur was born on October 24th, 1855 in Ripley, Brown, OH.1 Elcharles Arthur's father was Nicholas Fernando Devore and his mother was Hester West. His paternal grandparents were David Devore and Eleanor Alice Mann; his maternal grandparents were William West and Mary White. He had four sisters named Sophrona, Lydia, Delilah and Evelyn. He was the youngest of the five children. He died at the age of 13 on October 31st, 1841 in Indianapolis, Marion, IN.1 -
