Hughes was born about 0798 in Upper Alsace. Hughes' father was Comte d'Alsace, Orleans, et Tours Hughes II and his mother was Comtess de Tours Ava(Bava). His paternal grandparents were Comte d'Alsace Luitfrid II and Comtess d'Alsace Hiltrude. He had a brother and four sisters, named Luitfrid, Berthe de Tours, Ermengard, Adela de Tours and Aelis de Tours. He was the third oldest of the six children.
