Hugh was born about 1217 in England. Hugh's father was Roger, Lord de Clifford and his mother was Sibella de Ewyas. His maternal grandparents were Robert II de Ewyas Lord and Petronilla Scudamore. He had a brother and a sister, named Roger II de and de. He is the youngest of the three children.
