Phebe was born in 1765 in Old Frederick County, Virginia. Phebe's father was John Jr. Hiatt and her mother was Margaret Stephens. Her paternal grandparents were John Hiatt and Mary Lois Smith; her maternal grandparents were Peter Stephens and Maria Christina Rittenhouse. She had four brothers and three sisters, named Evan, James, Jonathan, Timothy, Martha, Sarah and Ruth. She had ten half-brothers and seven half-sisters, named George, John, Joseph, William, Evan, James, Jonathan, Timothy, Thomas, John L., Catherine, Margaret, Mary, Ann, Margaret, Margaret and Mary. She died after 1786.General Notes

his death.
