Charles was born on August 25th, 1770 in Pendleton or Augusta County, Virginia. Charles' father was George Fisher and his mother was Elizabeth Conrad. His maternal grandparents were Jacob Conrad and Frena Svena Lauk. He had six brothers and a sister, named Philip, John, George, Peter, Michael, Jacob and Mary Elizabeth.
