Dekalb was born on September 26th, 1844 in , Jackson, Tennessee.  Dekalb's father was Uriah Pennington and his mother was Frances Mary Plumlee. He had four brothers and five sisters, named Anthony W., William, Colbery Emory, Leroy, Luvenia, Nancy, Mary Or Polly, Martha Ann and Elizabeth.  He was the fifth youngest of the ten children.  He died at the age of 70 on April 24th, 1915 in , Wayne, Illinois.
