Monroe was born in 1852 in , Hawkins, Tennessee. Monroe's father was George W. Lawson and his mother was Jane. His paternal grandparents were Lazarus Lawson and Helen Maria Rogers. He had two brothers and a sister, named George, William and Elizabeth. He was the youngest of the four children.-
