William E. was born in 1841 in , Hawkins, Tennessee. William E.'s father was William Nelson Barrett and his mother was Nancy Sullivan. His paternal grandparents were Thomas Barrett and Winny Harrell; his maternal grandfather was Ezekiel Sullivan. He had four brothers and four sisters, named James Arthur, Ezekiel Haynes, Thomas Orville, Clinton, Sarah Adeline, Mary Elizabeth, Margaret Or Peggy Jane and Martha Cornelia. He was the oldest of the nine children.-
