Evencio was born on May 8th, 1962 in San Jose de Guaribe.  Evencio's father is Ciro Espinoza and his mother is Maria Angelica Rodriguez Bellorin.  His paternal grandfather is Cruz Magin Rojas Armas and his paternal grandmother was Carmen Rafaela Espinoza Guzman; his maternal grandparents are Alejandro Rodriguez Lara and Luisa Angelica Bellorin. He had four brothers and four sisters, named Arnaldo Rafael, Jesus Miguel, Luis Alberto, Ciro Jose, Dayri Josefina, Maria Luisa, Lorena and Maria Angelica.  He was the oldest of the nine children.  He died at the age of 15 on July 4th, 1977 in San Jose de Guaribe.
