Eligio's father is Cruz Magin Rojas Armas and his mother was Carmen Rafaela Espinoza Guzman.  His paternal grandfather was Miguel Rafael Rojas Correa and his paternal grandmother is Francisca Josefa De Armas; his maternal grandfather was Jesus Espinoza Rodriguez and his maternal grandmother is Saturia Guzman Carmona. He had three brothers and five sisters, named Ciro, Agenol, Evencio, Numancia, Edita, Ariani, Olga and Marina. He had eight half-brothers and six half-sisters, named Ramon, Leopoldo, Marcos Vinicio, Calixto, Hector Segundo, Rafael Magin, Oscar Salomon, Angel Mario, Angelica, Francisca Josefa, Carmen Hortencia, Raquel, Gladys Maria and Acacia.
