Cecil was born on October 9th, 1918 in Missouri. Cecil's father was Robert John (Cecil) McAllister and his mother was Lona Kathleen Kemp. His maternal grandparents were George Washington Kemp and Harriett (Tommie) Thomas Kemp. He had a brother named Floyd. He was the older of the two children. He had three half-brothers and three half-sisters, named Bugs, Junior, Travis, Van, Lona, Barbara and Mary. He died due to natural causes or old age at the age of 80 on December 19th, 1998 in Crossett, Ar.
