Jan Karel was born on October 29th, 1704 in Praha.  Jan Karel's father was Václav Antonín Chotek z Chotkova a Vojnína and his mother was Marie Terezie Scheidlern, von.  His paternal grandparents were Vilém Chotek z Chotkova a Vojnína and Johanna Sabina Proy von Gaiselsperg und Fildtelstein. He had two brothers named Rudolf and Václav.  He was the oldest of the three children.  He died at the age of 83 on November 8th, 1787 in Wien.
