Charles was born in 1660.  Charles' father was Francis Talbot (11th Earl of Shrewsbury) and his mother was Anna Maria Brudenell.  His paternal grandparents were John Talbot (10th Earl of Shrewsbury) and Mary Fortescue.  He was an only child.  He died at the age of 58 in 1718.
