Cecil  was born in 1901 in Bradford on Avon.  Cecil 's father is Frank Penny and his mother is Eveline Mullins.  His paternal grandparents were Samuel Zacchaeus Penny and Martha Yates. He had three sisters named Evelyn, Elsie and Ethel.  He is the oldest of the four children.
