Philip was born in 1738 in Mattishall, Norfolk and his christening took place there on August 27th, 1738.1 2   Philip's father was John Tooley and his mother was Rebeccah Sayer.  His paternal grandparents were Philip Tooley and Sarah Cottingham. He had five brothers and six sisters, named Samuel, Timothy, John, William, Stephen, Sarah, Mary , Margaret, Elizabeth, Elizabeth and Susanna.  He was the fifth youngest of the twelve children.  He died at the age of 53 on December 11th, 1791 in Mattishall, Norfolk.3
