Henry was born in September 1841 in Whitechapel, Middlesex.1   Henry's father was Henry John Penn and his mother was Charlotte Bott. He had two sisters named Charlotte and Elizabeth.  He was the youngest of the three children. He had two half-brothers named Thomas and Frederick.
