Florence's father was Samuel Cecil and her mother was Amelia Desmond. Her paternal grandparents were George Cecil and Elizabeth Grisley; her maternal grandparents were Humphrey Alfred Desmond and Christiana Moss. She had four brothers and a sister, named Samuel, William, Arthur, Albert and Amelia. She was the youngest of the six children.
