Victorio Manuel was born on Noviembre 26th, 1909.  Victorio Manuel's father was Máximo Lugon Seppey and his mother was María Crescencia Fiant Imhoff.  His paternal grandparents were José Lugon and Magdalena Seppey; his maternal grandparents were  Francisco (Franz) Juan Fiant (Fient) and  Adelina (Alina) Imhoff Imhassli.  He was the second of eight children.  He had three brothers and four sisters, named José María, Sixto Lisardo, Máximo Marcelo, Juana Josefina, Audelina Magdalena, Odilia Leonor and Delia Sofía.
