William was born on February 2nd, 1820 in Salem, Roanoke County, Virginia.  William's father is Jacob Howbert and his mother is Margaret Loch Lock. He had a brother named William Baker.  He was the younger of the two children.  He died at the age of 51 on August 11th, 1871 in Colorado City, El Paso County, Colorado.
