William was born in 1755 in Frederick co., Va.  William's father was Benjamin Blackburn and his mother is Rosannah Steele.  His paternal grandparents are John Blackburn and <Unknown>. He had two brothers and a sister, named George, Samuel and Agnes Nancy.  He is the second oldest of the four children. He had six half-brothers and a half-sister, named Benjamin, John, Robert, Andrew, James, Archibald and Elizabeth.
