Tetsui was born on July 22nd, 1914 in Sapporo, Japan. Tetsui's father was Shichiro Watanabe and his mother was Tei Motoi. His paternal grandparents were Iuemon VIII Watanabe and Nao Sato; his maternal grandparents were Matsusaburo Motoi and Ei Ono. He had two brothers named Sadao and Saburo.
