Hugo was born in 1170 in Oostvoorne, Zuid Holland, Netherlands.1   Hugo's father was Dirk van Voorne and his mother was <Unknown>.  His paternal grandparents were Hugo van Voorne and <Unknown>. He had two brothers named Dirk and Bartholomeus.  He was the oldest of the three children.
