Otha was born after 1877. Otha's father was Ortha P. ODGEN Sr. and his mother was Ann Elizabeth HERNDON. His maternal grandparents were Robert Baker HERNDON Jr. and Mary Eliza BROWNING. He had two brothers and a sister, and also a sibling of unknown gender, named Richard, Robert Jeffres, Minerva and Leslie. He was the third oldest of the five children.
