Jesse was born in 1828.1   Jesse's father was Richard Welch and his mother was Elizabeth Leach.  His paternal grandparents were Osias Welch and Betsy Harcourt. He had five brothers and four sisters, named George W., Richard, William, Bennett, Hail Columbia, Elizabeth, Louisiana, Mary and Martha A..  He was the oldest of the ten children.1
