David was born about 1799 in Allegany, MD.1   David's father was John Sapp and his mother was Hetty Barkus.  His paternal grandparents were George Sapp and Christina Textor. He had six brothers and five sisters, named Henry, George, John, Basil, Benjamin, Thomas, Mary, Christina, Rebecca, Elizabeth and Jennyth. He had three half-brothers and four half-sisters, named Joseph, Daniel, William P., Hetty, Ruth Ann, Nancy and Jane.1
