Charles was born in 1894 in Staten Island, NY.1   Charles' father was Charles Fischer and his mother was Anna Astalow.  His paternal grandfather was Charles Fischer. He had two brothers and three sisters, named Frank, Fred Charles, Mary, Catherine and Anna.1
