Payn was born in 1086 in Knaresborough, Yorkshire, England. Payn's father was John De Burgo and his mother is Magdalen De Blois. His maternal grandparents were Theobald III De Blois and Garsende De Maine. He had a brother and a sister, named Eustace and Agnes. He was the youngest of the three children.
