William A. was born in 1854 in Taylor Co.,Kentucky. William A.'s father was Richard Wade Skaggs and his mother was Elizabeth Underwood. His maternal grandfather was Abraham Hiram Underwood and his maternal grandmother is Mary Roark. He had five brothers named John C., James F., Marshall T., Jesse J. and Richard T.. He was the second oldest of the six children. He had two half-sisters named Alice Jane and Delila A.. He died at the age of 77 in 1931 in Joe Lee Community,Bell Co.,Texas.
