Thomas was born on August 10th, 1563 in Tewkesbury, Gloucester, England and his baptism took place there on October 10th, 1583. Thomas' father was James PHELPS and his mother was Mrs Joan PHELPS. His paternal grandfather was Richard PHELPS and his paternal grandmother is Mary TOMES. He had seven brothers and a sister, named William, George, Edward, Kenelm, Richard, Robert, Nicholas and Alice.
