Walter was born about 1150 in Clifford, Herf, England.. Walter's father was Walter Clifford and his mother was Margaret Toni. His paternal grandparents were Richard fitz Pons and Maud fitz Walter Pitres; his maternal grandparents were Lord Ralph IV Toni and Alice of Northumbria. He had a brother named Richard of Frampton.
