Howard was born in 1912 in Harlan County, Kentucky. Howard's father was Bassett Warren and his mother was Ellen Reed. His paternal grandparents were Robert Warren and Sophia Wood; his maternal grandparents were Hiram Reed and Rebecca Allen. He had three brothers and eight sisters, named Charles A., Stanley, Joe, Mamie, Lula, Minnie, Emily, Maggie, Ethel, Thelma and Nelva. He was the third youngest of the twelve children.-
