Samuel S. was born in 1866 in , Wayne, Illinois. Samuel S.'s father was Alonzo Withrow and his mother was Mary Or Polly Pennington. His paternal grandparents were Richardson Withrow and Elizabeth King; his maternal grandparents were Uriah Pennington and Frances Mary Plumlee. He had six brothers and four sisters, named Sylvester, Barnabus Or Barrow D.C., Alonzo Emery, Robert R., Jesse, Anthony J., Elizabeth, Mary Jane, Lavina and Elmer R.. He was the fifth oldest of the eleven children.-
