Ruth was born in 1892 in Sullivan County, Tennessee. Ruth's father was Benjamin D. Briscoe and her mother was Virginia E. Boy. Her maternal grandparents were Andrew Boy and Eleanor Hall. She had a brother and three sisters, named Benjamin, Eleanor, Hannah and Emma. She was the second oldest of the five children.-
