William was born in 1885 in North Chapel.1  William's father was Henry Steer and his mother was Annie Elizabeth Emery.  His paternal grandparents were James Steer and Mary; his maternal grandparents were <Unknown> and <Unknown>. He had two brothers and six sisters, named Henry, James, Annie, Mary, Charlotte, Fanny, Harriett and Martha.  He was the second youngest of the nine children.
