William was born in 1747 in West Chiltington, Sussex and his baptism took place there on December 26th, 1747.1   William's father was Samuel Steer and his mother was Mary Wilmer. He had two brothers and three sisters, named Nathaniel, Edward, Hannah, Sarah and Jane.  He was the second oldest of the six children.
