Percy was born in 1896 in Bourne, Surrey.1  Percy's father was Walter Steer and his mother was Rose Cranham.  His maternal grandfather is Cranham and his maternal grandmother was Esther. He had a brother and two sisters, named Cyril, Eva and Ivy.  He was the oldest of the four children.
