Kate was born in 1870 in Petworth and her baptism took place there on April 24th, 1870.1 2  Kate's father was Benjamin John Steer and her mother was Mary Ann.  Her paternal grandparents were Benjamin Steer and Elizabeth Dillaway. She had two brothers and two sisters, named Benjamin, William, Mary and Jane.  She was the second youngest of the five children.
