Herbert was born in 1886 in Battersea. Herbert's father was William Henry Steer and his mother was Emily Vincent.  His paternal grandparents were Thomas Steer and Charlotte Miller. He had four brothers and five sisters, named Henry, Edwin, Reginald, Arthur, Emily, Gertrude, Agnes, Edith and May.  He was the second youngest of the ten children.
